Making Digital Public Infrastructure Gender Inclusive

India has a rapidly growing digital economy; however, a striking gender gap and bias exists in the Digital Public Infrastructure (DPI). Our Executive Director, Sharon Buteau, recently spoke at the Digital Delhi Conclave VI held at the Indraprastha Institute of Information Technology, Delhi (IIIT-D), where she shared key insights from the Gender x Digital hub. She underscored the need for focusing on gender intentionality rather than gender neutrality to ensure that digital platforms cater to the needs of all. 

At the workshop, six pillars were highlighted to enable a more inclusive digital payments system: 

  • Affordability: Reduce financial barriers, including maintenance costs. 
  • Accessibility: Ensure equitable device and internet availability. 
  • Digital Literacy: Integrate tech learning into women’s daily routines (e.g., UPI for business). 
  • Relevance: Design platforms that meet women’s real-world needs. 
  • Safety & Security: Use trusted networks (e.g., ASHAs, SHGs) to onboard women into secure digital spaces. 
  • Social Norms: Shift mindsets to support women’s participation.
