Initiative for What Works to Advance Women and Girls in the Economy (IWWAGE) aims to build on existing research and generate new evidence to inform and facilitate the agenda of women’s economic empowerment. IWWAGE is an initiative of LEAD, an action-oriented research center of IFMR Society (a not-for-profit society registered under the Societies Act). LEAD has strategic oversight and brand support from Krea University (sponsored by IFMR Society) to enable synergies between academia and the research center. IWWAGE is supported by the Bill & Melinda Gates Foundation.

About the Position:

The National Rural Livelihoods Mission given its focus on building women’s groups, and developing cluster-based livelihoods options. Organized collectives of women build women’s solidarity, agency, and empowerment. NRLM’s own ambition is for women federations to serve as institutional bases for multi-sectoral outcomes for poor women – social, economic, and financial.  This offers the opportunity to assess and scale institutional mechanisms and forms for gender equality and women’s empowerment at the grassroots.  Accordingly, the objective of this program of work is to strengthen NRLM’s and select SRLMs’ focus on gender strategically and ensure tested approaches to gender integration and transformation with federations are institutionalized, and scaled up through strategic state level partnerships. 

IWWAGE proposes that it continues to be the national technical assistance and learning partner to DAY-NRLM, to be able to create a Centre of Excellence on curating designs, approaches and evidence, and channelling expertise through embedded gender experts in the national program. This position is to support all activities associated with the NRLM/NMMU mandate of Institutional Building and Capacity Building, Social Inclusion and Social Development 

Key Responsibilities:

The MIS Coordinator will support the NRLM/NMMU Team to institutionalise mechanisms to ensure timely data collection and entry in the NRLM system (MIS), analyse the data and share it with SRLMs to improve the quality of program implementation. The work of the candidate will include, but not be limited to, the following tasks and responsibilities:

Primary Data: 

  • S/he will be responsible for operationalizing the MIS at the SMMU, DMMU and BMMU level;
  • S/he will be responsible for reviewing the data on monthly basis and providing the analysis of the same at both national and state levels. Also will ensure the validation of data, and conduct timely analysis;
  •  S/he would, in particular, play a major role in the collation and consolidation of data from different components of NRLM/NMMU to provide the same to the organisational dashboard for ease of access; 
  • S/he will play a key role in compiling the data from the proposed MIS and other available data sources of DAY-NRLM and analyse the same accordingly at the national level;
  • Provide support to teams related to data – primary and secondary for writing reports and presentations as required from time to time;
  • Review NRLM  data points that it is completely and correctly entered and uploaded by SMMU, DMMU, BMMU and CLFs as per the prescribed standards norms;
  • Ensure timely completion of electronic reporting of activities and information, using the standardized recording and reporting system and validating reported data by promoting triangulation of records and reports;
  • Provide support for evaluation studies commissioned.

Secondary Data:

  • Collect data and other public policy and program information from various line ministries, including central ministries, subnational government and statistical agencies; 
  • Maintain up-to-date and accurate databases of aggregate and disaggregated national and subnational information and ensure that they are readily searchable and accessible by other NMMU team members;
  • Engage with counterparts at the technical level, including working with them to jointly produce analyses and supporting programs aimed at building their capacity in analyses;
  • Conduct quantitative and qualitative desk research and analyses on datasets under limited supervision;
  • Develop sectoral benchmarks to enable CRPs to compare and analyse enterprise performance on selected indicators.

Knowledge Management:

  • Prepare reports, presentations, written briefs and policy notes, and draft technical sections of reports based on the above analyses under limited supervision;
  • Support the SRLMs in developing abstracts and presentation papers for conferences with regard to data and statistical inferences;
  • Provide a monthly report and an end-of-assignment report in the prescribed formats on activities, achievements, challenges and recommendations;
  • Coordinate and conduct/ or monitor operational research, and studies from time to time as per DAY-NRLM requirements;
  • Perform other relevant duties as required by Lead IBCBSISD&HR and NMMU team;
  • Support to update the website of DAY- NRLM.
  • Any other tasks may be assigned based on requirements.

Required Qualifications:

  • Master’s degree preferably in  Population Studies, Statistics, Computer Sciences, IT Technology and any related field;
  • Three years of work experience, ideally in a surveillance, research and/or M&E capacity in the Government Rural Development Programme.
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications.
  • Experience working with statistical software e.g. STATA, SPSS, SAS, R. 
  • Demonstrated excellent analytical, quantitative, and problem-solving skills.
  • Demonstrated experience in managing huge databases, and working with SHGs and their federations.   

Skills and Attributes:

  • Possess a deep understanding of the functioning of the DAY-NRLM  and its implementation in States and districts.
  • Ability to liaise with SRLMs.
  • Good computer knowledge.
  • Demonstrate the ability to coordinate several activities simultaneously.
  • Attentive to details and able to produce documents and coordinate activities.
  • Comfortable with working in a multicultural team.
  • Excellent organizational and logistics management skills are required.
  • Patience and thoughtfulness in high-pressure, stressful situations.
  • Good reading, writing and speaking skills in English, Hindi and the local language required. 
  • Willingness to travel and flexibility to work on a wide range of tasks.
  • Self-driven and excellent people skills.
