Research and Training Associate, EPoD India at IFMR

Evidence for Policy Design (EPoD) at Harvard’s Center for International Development is a program that brings together a team of researchers who share a commitment to using analytical tools to answer pressing policy questions and spur real-world change. We inform public policy by working alongside policymakers to design and test interventions, and provide applicable insights from economic theory and empirics, that help maximize the impact of public resources and more effectively deliver public services. In India, EPoD has been partnering with India’s Institute for Financial Management and Research (IFMR) LEAD, to implement a series of research projects focused on development policy. Both IFMR and EPoD are dedicated to using rigorous evidence to address challenging questions at the intersection of economic development and public policy. Our work also includes a growing portfolio of training activities that complement our research-policy engagements and equip policy actors to more effectively demand and use data and research evidence.

EPoD India at IFMR is currently recruiting a Research and Training Associate based in New Delhi, India. The position offers the candidate a unique opportunity to collaborate with a variety of institutions in the country to support the planning, development, and deployment of training for civil servants to more effectively use data and research evidence in their daily decision making. The candidate will also work with EPoD senior staff to support the development and implementation of a strategy to increase sustainability of EPoD’s training activities in India. The Research and Training Associate will interact with policy stakeholders including state and central government-affiliated officials, world class researchers from Harvard, and EPoD team-members based in Cambridge, USA, and India. Further, the selected candidate will also have the opportunity to support one or more research projects of EPoD India at IFMR. The Research and Training Associate will gain first-hand experience working with policy partners, implementing surveys and field experiments, and conducting rigorous data analysis.

Responsibilities: The position will entail a combination of training- and research-related responsibilities. The training-related responsibilities include:

•     Support development and execution of strategy for trainings led or coordinated by EPoD India at IFMR to build capacities of policymakers to use evidence in decision-making
•     Develop content, including case studies and in-class exercises, for use in trainings
•     Provide crucial input into development of country-specific in-class sessions built upon data and research evidence from ongoing research-policy engagements
•     Contribute to logistics and coordination to ensure trainings proceed smoothly and as planned
•     Contribute to proposals, report writing and development of communications materials as needed and relevant to EPoD’s training portfolio
•     Engage with policymakers and partner institutions to strengthen existing collaborations and explore new training opportunities
•     Support the management and operations of EPoD, and the development of new training and project opportunities, as requested

While the exact research-related responsibilities will depend on the project(s) assigned and the skills and motivations of the candidate, the candidate may be expected to:

•     Oversee the implementation of field-based research (scoping, surveying, project implementation) – including the management of field personnel, procurement, budgets, and reporting
•     Assist in the design and field-testing of survey instruments and development and oversight of field and quality control protocols
•     Seek out and collect administrative data from policy partners and government agencies
•     Conduct data cleaning and analysis using multiple primary and secondary data sources
•     Contribute to analysis and writing of policy briefs
•     Manage relationships with national, state, and lower-level government officials and other potential partners (academics, policy organizations, NGOs, etc.) as requested

Basic Qualifications:

•     Bachelor’s degree in a relevant field such as economics or public policy
•     Commitment to building capacities of government institutions to use evidence and economic theory for policymaking
•     Strong interpersonal skills, and excellent oral and written communication skills in English
•     Proficiency in Microsoft Office Suite and ability to work with large datasets using statistical softwares such as Stata
•     Experience in project and people management
•     Ability to handle several different projects/tasks at one time, successfully complete tasks assigned, and meet deadlines with minimal supervision
•     Willingness to undertake regular travel, sometimes at short notices

Preferred Qualifications:

•     Master’s degree in a relevant field such as economics or public policy
•     Experience working with South Asian policymakers and knowledge of contextual challenges in government policies and program implementation
•     Experience in training, teaching or content development on statistics, economics or related subjects
•     Understanding of research project design and processes, particularly applied microeconomic research
•     Ability to effectively use technology to enhance training delivery
•     Fluency in Hindi
