Operations Officer (EPoD India at IFMR)

Location: Delhi, India

Evidence for Policy Design (EPoD) at the Center for International Development at Harvard University has partnered with India’s IFMR LEAD, based at the Institute for Financial Management and Research, to evaluate pressing policy questions in collaboration with policy partners. Both IFMR LEAD and EPoD are dedicated to using rigorous evidence to address challenging questions at the intersection of economic development and public policy. Our cutting-edge research examines questions related to governance, financial inclusion, skills training, gender, health and nutrition, and sustainable development, and it draws from a network of academics with expertise in India and around the world.

EPoD India at IFMR is currently recruiting an Operations Officer, to be based in Delhi, India. This position will assist in overseeing functioning of the office and part-time staff, as well as handle various responsibilities relating to finance, human resources, events and communications. The position offers a highly capable and motivated professional the opportunity to interact and work with world class researchers from Harvard, while supporting the programmatic function of the organization. This opportunity will enable the candidate to further enhance all round skills in the areas of administration, operations, management, finance, HR, events and communications.

Responsibilities:

Administration

•     Oversee office functioning and supervise support staff
•     Manage all visitors and be the first point of contact for those visiting the office
•     Support travel logistics for all staff, including scheduling cars, flights, bookings, guest house stays, etc., through agency as needed
•     Manage office maintenance, office calendar/holidays, etc.
•     Provide additional support for office administration and management – i.e., have materials printed as necessary, make photocopies, track expenses, etc.
•     Keep office in working order, order supplies as needed, notify staff of holidays, HR policies
•     Provide support to plan and conduct events, as requested
•     Provide support to international visitors with queries related to logistics in India
•     Work with partner institutions to coordinate project administration and logistics
•     Provide all support required to ensure the smooth functioning of the EPoD India office in New Delhi
•     Maintain office inventory and updated asset lists and provide guidance for field offices to do the same
•     Provide administrative support of general office administration duties such as procurement, annual maintenance contract and records management systems etc.
•     Negotiate, finalize, award and administer purchase order/contracts issued to vendors for procurement of goods and services
•     Coordinate on organizing conferences/ workshop and related meetings.
•     Coordinate with the team for printing, photocopying, procurement of materials related to conferences/ workshop and meetings.
•     Ensure that sufficient stock of communication materials are available in the office

Finance

•     Manage vendor payments
•     Manage office accounts and finances for routine expenses
•     Support submission of reimbursements to IFMR (i.e., courier hard copies to IFMR, submit quotes and invoices for office items as needed)
•     Maintain log for payments submitted to IFMR and coordinate for timely payments
•     Other tasks as assigned by the Projects Finance Manager

Human Resource

•     Work with IFMR LEAD to standardize processes and materials used for recruiting, onboarding and managing interns, visitors and new staff & oversee onboarding for these individuals
•     Support the recruitment and onboarding of new employees in coordination with research staff and manager.
•     Administer Stata tests to applicants, liaise with candidates, and support the hiring process, as required.
•     Coordinate for insurance of all the staffs.
•     Manage the hiring inbox, screen applications and respond to applicants.
•     Work with the research teams to manage the logistics and planning to facilitate the summer intern/visitor influx
•     Other tasks as assigned by the Policy Manager

Communications

•     Collate updates for newsletters and partners organizations, as needed
•     Ensure staff profiles are updated on the website
•     Ensure updated contacts list for the organization

Others

•     Liaise with Cambridge based EPoD staff (via email) and Chennai based IFMR LEAD staff (via email/phone) on areas relating to administration, HR, contracts, finance, payroll, visa letters and management, as required.
•     Any other tasks, as determined from time to time

Desired education, experience and competencies:
The following minimum qualifications are required for this position:

•     Graduate in any disciple, preference will be given to candidates with financial & human resource background.
•     Minimum 3-5 years of experience working with NGOs in handling finance/accounts, administration and human resource.
•     Experience with NGOs in similar capacity.
•     Strong oral and written communication skills.
•     Good skills of team management and coordination
•     Strong organization & adaptive skills; capacity to work under strong deadlines
•     Excellent command over all applications of MS office
•     Good interpersonal and team effective skills
•     Self-motivated, constructive, creative and with a strong result oriented
•     Proven ability to handle several different projects/tasks at one time, successfully complete tasks assigned, and meet deadlines with minimal supervision

This position will be based in Delhi, India, with occasional domestic travel expected.
