The thrust at the national level to address climate change requires all Indian States to engage in the development of individual policies and actions in line with the National Action Plan on Climate Change (NAPCC) to plan for low carbon and climate resilient development. While several States have developed their State Action Plans on Climate Change (SAPCCs), early examples have revealed a significant lack in capacity. This project is aimed at facilitating the development and implementation of State level low carbon, climate resilient policies in a select number of Indian States. It will help sub-national decision makers to balance the political economy of policy trade-offs through a careful assessment of State level priorities and analysis of the benefits of a low-carbon transition. By analysing incentives and regulatory frameworks in different States, this study will likely facilitate increased private sector investments, as well as open up new opportunities for private sector participation in areas such as energy, waste, water and sanitation, forestry and bio-diversity etc.
