Learning Manager (Consultant) – Catalyst: Inclusive Cashless Payment Partnership

Overview
An enthusiastic Learning Manager is sought to develop and manage a learning and research program for Catalyst to support its goal of accelerating the adoption and use of digital payments between small merchants and low-income consumers through a last mile ecosystem approach. The Learning Manager will be responsible for Catalyst’s research program, identifying knowledge gaps and learning opportunities, developing learning and advocacy programs of long-term strategic value, managing key research and dissemination partnerships for the success of these programs, and any other activities instrumental to enhancing Catalyst’s reach and relevance. He/she will report directly to the Principal Innovation Officer.

The Initiative
Catalyst’s primary focus is on resolving coordination and market facilitation gaps to accelerate digital payment adoption & usage at the ‘last mile’, i.e., across consumers, merchants, and suppliers, which will be critical to India’s success in the next phase of its financial inclusion journey. Since its launch, Catalyst has entered a formal agreement with the Government of Rajasthan to set up a “digital payments lab” in Jaipur to design and implement scalable solutions and templates using a “test-learn-iterate” approach. Catalyst has also established a broad Partnership of nearly 150 Indian and multinational organizations across the private, public and knowledge sectors as a convening platform to influence key business and policy decisions. As an evidence generator, Catalyst has initiated a research program in collaboration with specialized research think-tanks that spans areas of small business payment / financial needs, behaviors & perceptions, digital credit, gender and financial inclusion, etc.

The Role
The Learning Manager will set and guide the strategy for all knowledge creation, research, and learning dissemination to consistently articulate Catalyst’s mission. The Learning Manager will ensure that Catalyst is viewed as the primary source, disseminator, and conduit of information within a diverse network and constituent base consisting of private sector institutions, Governments and public sector organizations, donors & development agencies, and other knowledge and non-profit sector stakeholders. S/he will work closely with a senior peer group within the organization as the learning & research partner on a variety of strategic initiatives

S/he will collaborate with other sector experts and foster relationships and enhanced knowledge development activities for the Initiative.

Major Duties/Responsibilities:

•     Define, own and execute the learning & research plan, methodologies and partnerships in collaboration with team and partners;
•     Identify and prioritize key knowledge gaps in the sector, and strategically position Catalyst as a relevant evidence generator for practitioners and policymakers;
•     Ideate with team members to extract lessons and distill them and disseminate to local and global communities;
•     Compile and disseminate key insights from research outputs in the form of case studies, learning notes, reports & publications, policy white papers, infographics, and other dissemination materials to support key themes & messages of strategic importance to Catalyst;
•     Constantly follow the latest developments in the field of digital payments;
•     Work in collaboration with the M&E specialist to support the M&E Framework, coordinate research activity across partners, monitor the progress, and ensure proper periodic reporting;
•     Communicate findings externally and internally, and apply learning to Catalyst work planning and activities;
•     Oversee management of data and information collected from different sources over the course of the initiative;

Required Experience/Skills:

The candidate must have demonstrated experience in building and managing an integrated learning & research program, ideally in an “in-house” leadership role within a think-tank, research, consulting or advisory entity. The ability to take knowledge and transform it into exciting and useful messages, and disseminate it to the right audiences through the best distribution channels is critical.

•     8+ years of demonstrated leadership with proven results in the learning and research domain;
•     Masters in Economics, Social Sciences, or any other relevant field preferred;
•     Strong understanding of research methods, data analysis and development of research analytical frameworks;
•     Relationships with knowledge partners and policy advocacy channels;
•     Experience with creating learning materials like blogs, focus notes, policy briefs etc.;
•     Ability to extract rich, strategic and actionable insights from large pool of learning data/material through iterative hypotheses driven analysis;
•     Excellent communicator, both oral and written – able to express complex technical issues in plain language, without losing the important points;
•     Strategic thinker who can define learning outcomes and prioritize initiatives and outputs that drive those outcomes;
•     A strong track record as an executor who thrives on managing a variety of key initiatives concurrently and producing a continuous series of outputs;
•     Highly collaborative style; experience developing and implementing communications strategies;
•     Self-starter, able to work independently, and entrepreneurial; enjoys creating and implementing new initiatives.
